Software Vendors Address 10+2, CPSIA

Software vendors may have the answers to deal with the complexities of the new Importer Security Filing regulation, also known as 10+2.

The 10+2 ruling mandates that companies transmit an Importer Security Filing (ISF)that contains 10 data elements with extensive information 24 hours before goods are loaded on a U.S.–bound vessel.In addition, carriers are required to submit a vessel-stow plan and container-status message to authorities no later than 48 hours after departure from the last foreign port visited prior to U.S. arrival.

The ruling has challenged importers to create, validate and maintain the stream of data from various sources required to complete an accurate and timely filing. This may demand considerable re-engineering of corporate processes and systems, and the importer is legally responsible for the accuracy and timeliness of the information.

Software vendors such as Miami Lakes, Fla.–based New Generation Computing (NGC) and North Billerica, Mass.–based Arigo have released Web-based sourcing software that collects, maintains and shares 10+2 data to streamline compliance issues as well as enhance the supply-chain visibility.

NGC’s e-PLM for Product Lifecycle Management and e-SPS for Global Sourcing and Visibility collect and maintain data to support the requirements of 10+2 as well as the Consumer Product Safety Improvement Act (CPSIA). In addition, it can share the information with those transmitting the ISF and issue alerts throughout the supply chain and notify import managers with the 10+2 details of each shipment.

The Web-based applications cover all the steps from design concept through sourcing and product quality to receipt at the distribution center. In addition, the tools can collect information and test results or the CPSIA regulation. Customers include VF Corp., A|X Armani Exchange, Hugo Boss, Dick’s Sporting Goods and others.

Arigo’s answer to 10+2 is its Sourcing and Trade Management (STM) suite, which addresses all aspects of compliance requirements, featuring tools such as 10+2 data mapping, customs process mapping, alerts and workflow recommendations.
